I never found any difference ...since HydraGlide's... thru 4-speed Shovels anyway!!! Never tried a 5 speed front fender... but is sure looked the same...
Differences are badging, trim etc... certainly...
1976 is bolted to the supports, not riveted. That is all I got, I agree they mostly all look the same except for mounting holes for trim, brake lines etc.

But, I suspect trim like the tip, spears, and that light, add up if sourced separately..
I am Not very good at Identifying O.E. vs A.M. on FL Front Fenders... Even between Riveted and Bolted...and reinforced, and not reinforced... I get confused!!!
IDK, that fender seems pretty reasonable considering everything included. As you noted, the smalls would eat away at your wallet if you needed all of that. Now if you could find they guy with the rest of that tin set and needed that specific color, now you have gold.

The mount tabs evolved throughout the range starting with a simple punched out tab to a stamped tab with a contour to it ending in siamesed tabs that have a bridge joining them behind the slider. Its the first thing I look at when I see a 60's FL for sale and most have the wrong front fender where they put a RK fender on. They fit but that detail is wrong if it matters to anyone.
