You should power wash it as it save lots of cleaning time - and the very least drowned it in WD 40 penetrating oil

TIA

Take the idle mixture screw out and spray penn oil in it over night - before you use vice grips on the low jet - giving it a rap with a small light hammer will help brake it loose

Welcome to the forum. I don’t see 9. Instead I see 6 (H6 for 1976). Which way are you reading the VIN? Normally it runs from top to bottom. Notice the 6 is a rounded character and the engine number appears to have the same type of 6. In the engine number notice the 9 is not rounded and you may find the same type of 9 at the beginning of the frame VIN.

Sometimes these two characters were interchanged at the factory but for 1976 (and certain other years and/or times) the factory seems to have been consistent regarding their application.

I'm waiting to get the papers on the sale . Hopefully that will sort out the numbers. but thank you for info. Whilst the engine number is clear the frame is not , plus I have lousy eyes which doesn't help when I am trying to get best focus for picture.

Here’s a partial photo of a 76 Shovel frame VIN for comparison with some of your characters. From top to bottom it reads 9D+++++H6. Notice the 6 is rounded but the 9 isn’t. At least two types of D were used and this D is what I refer to as wide. The other D was narrower. Also used were two types of H and this H is what I refer to as narrow. The other H was wider but it’s hard to tell from your photo which type your frame has.

Earlier you mentioned 9H but I don’t think your frame VIN begins with that and there is more than one reason why. Anyway, once you clean the frame you may be able to read the characters more clearly.

At this stage your frame appears to be consistent with a 76 model. Look on the left side of its top engine mount and you may find a date code consisting of a letter and a number which will indicate the month and year it was made. The code may be up high or it could be lower down and near the hole for the mounting bolt.

I've never done this but when I saw the bike I almost wanted to brush a rust dissolver like Locktite.
Looks like it was driven in salty roads.
