Default 82 top end

I am doing a top end job on a 82 Sturgis and this bike has lifter block drain tubes back into the cylinder can this be bypassed ? my new cylinders do not have previsions for this I have never seen this before thanks for any help

Yes, I pulled the tubes out, tapped the holes and installed appropriate set screws with red locktite. It has worked perfectly with no leaks.

This was only on shovels late '81 model year and later. BTW that change also included a lower compression ratio
