Well if you got the that god awful bobber bug, pull the fender and keep stuffing till the sidewalls rub the legs and you can't get the caliper back on.
Otherwise any wider profile is gonna touch with the old full FL fenders, maybe find a Fatboy style and play with the mount tabs you can go bigger and still not smoke the paint.

Friend's son put a 23 on his Road King - didn't look bad and fit with stock fender.

Old school 16" retro tires then, they are just a hair wider but tall gives a very full look. Think Avon & dunlop has a line of them.
