Does anyone manufacture one of those cut up covers that allows you to observe the action of the starter?
I made one from a damaged swap meet primary. The OP could use one to help determine what is happening.

I just made one for my friends bike I'm working on. I don't think anyone actually makes one to sell. Find and old beat up cover off eBay of somewhere and put you sawz-all to good use.
