On the parts diagram it shows it as screw- shim- o ring
Mine doesn't have a shim there, is that neccessary?

I think if you look at the other side, you will see another shim. Now it is spring loaded. Probably why your having trouble getting that thread to catch.
Not sure why with the spring would make those shim washers TFW (To Fit Work) Similar set up on the front wheel bearings.
My guess is someone though it didn't need it when they had trouble getting it to catch.
It's going to take a service manual or a old school shovel mechanic to know how much spring load should be.
You definitely want it right for the rocker to align with valve stem..
You want the screw smooth and free. Then push to push rocker stem against spring and yet not so hard binding screw.

What year and exact model is this.
Depends on year if that spring was incorporated or are those washer special TFW.
Upon further research it appears a previous owner has installed these white teflon seals, that are suppose to replace the o rings. They had both installed.
Mine is a 84 shovelhead with a 93 s&s sidewinder kit in it.
just by taking the cap screw out and replacing with a new cap screw, can I mess up anything with rocker valve alignment?
As long as it was sounding OK, I assume you just had an oil leak, and you know your positive you didn't loose that shim all should be OK.
If I used those nylon squash seals I would use a very light film of Permetex ultra black RTV on the threads. Don't let it get into the engine. Just a film.
Use a small clean stiff acid brush to film threads (or something similar)
Hey @johnjzjz is there any difference between Yamabond 4 and Hondabond 4? With all the recommendations from you and others, the price of Yamabond 4 is double the price of Hondabond 4. If they are the same, I'd rather save the 12 bucks on the same size tube.

Yeah 84 shovelhead stuff is kinda hard to look up. The way I understand there were some Evos and shovelheads that year both.
Mine is a shovelhead, as far as I know it came stock with a shovelhead.

Nice. It's probably and 84 bike with left over 83 motors till they used them up.
And there is no spring. So setup is like that you tube. Also, there is a 30 spacer in picture but not on the item list. Just the other side shown 31 and on list.
Can only assume it's close.
