It is necessary when the bore is too big to use the stock oil return in the cylinders.
I have no experience with ceramic coated engine parts.
The idea is it keeps the heat in the combustion chamber where it does it's work instead of heating up engine parts so much and would provide a surface less likely to develop deposits but I doubt it would keep them from forming over many thousands of miles running on the street. Of course, an engine like that isn't usually expected to last a long time. I imagine it would get more frequent inspections than a milder build to keep it in top condition. It's a pretty violent environment inside a combustion chamber, I wonder how long ceramic on aluminum would last on a street engine. Way cool engine, I hope it serves the owner well for many miles.
