I have a 14 xl1200t, risers are cast into the triple tree. I looked at changing the risers or bars, there were some spacer blocks that would lift them straight up, I looked at a lot of different bars. If you go the bar route, keep an eye on the width tip to tip, she might not like them much wider than stock. I never pulled the trigger on bars though. It's an excellent bike though, totally enjoy it, just painful leaning forward all the time to reach the bars.
I have a 2017 SuperLow and like yours with the indicators not on the bars I simply swung them down to get a closer reach.
I am 5' 5" and initially my arms were reaching up which lead to fatigue. I found that with my arms lower the ride is a lot more comfortable.
I should have mentioned she did swap out to a Mustang solo seat which she really likes and pretty sure it pushed her back an inch or so??
I tried adjusting the bars and still not comfortable for her, short arms I guess lol.
