What can I do to add horse power to my bike for around 1000 to 1500 bucks?

djl has given you some great advice, next step would be to call Scott. He can put together a plan that will fit your current configuration and budget right now and maybe allow for some upgrades down the road

Nice ride. I too, have an 03 WG. It's done big trips, but now only does guys weekends out. Big miles done with 16 RGU. I just turned 30k on mine. Did hydraulic cam tensioners, and since in there did upgraded cam plate, timing chain and Andrew cam upgrade....with adjustable push rods. My tensioner pads were getting real bad.
My commuter. And my 3 ladies together.
worn cam tensioner.

Ive noticed that no one has suggested an ignition module. Is that recommended for this level of a build.... Im doing the same budget of build right now on my 00 bagger
Not really a cost effective upgrade on a budget unless you are building a drag or performance bike. With seeing you have a bagger, I assume you just want more umph on the low end to get bike moving.

Well Im starting to use oil and Im wanting some get up and go. Im just trying I figure out if I need an ignition module or if Im safe at 10:1 ish without one.
if you are moving up to 10-1 ish comp you will want an ignition..10-1 is in the performance range, so having the pipe and carb sets you up well, but if you are plannig on running that comp range, you might want to think about cams and igntion, especially some cam chest set up that updates the chain tensioner assemblies.

Ive got an rb racing black hole pipe, mikuni 42 in it with s&s 509 gear drive cams in it already. Sitting on the shelf Ive got a new set of se flat tops, Andrews 37 cams, 06 heads that Im going to port a bit. Im thinking about either selling the pistons and going with wiseco 9.5 pistons, I think they are +4.6ccs or selling the Andrews 37 cams and getting the red shift 511 cams... I dont think Ill have enough compression in with those flat tops to make the 37 cams work like they should
i believe in making the most of what one has before running down the road chasing performance parts. you will be surprised at how well a stocker will run with the right gearing. even smaller hp/tq machines take down bigger ones and with ease.
i found the the johnson engineering setups works wonders and with the bt, twist gear is a ticket so check them out. i put dependability first and with common shelf parts and not parts available limited basis and usually not local if needed. i am not knocking any third party outlets, just an observation from experience. to each his own. i will say this, if you go that route, stick with the vendor all the way since they KNOW how their stuff works and the outcome will be better than experimenting yourself, they did the foot work.
i have a 01 sport and the sportgear is a blast and with int'l gearing, will surprise some crotch rockets at speed.
