Sounds like the same problem I am having with my 88' FLHS. I think the bay mixed with some patience will be the answer for me. Keep in mind these bikes were not produced in large numbers, good luck.

I hear ya Brother. I later found out that this was Harley's "Saviour" because they were goin under. They improved on a motor, but definitely skimped on everything else. Some things just don't make sense.
Restoring a 30 year old bike is not easy. Parts for sure. Finding some things are like looking for a Unicorn. I got a deal on it, and it has a F'd up history.
I'll do the best I can. I know what I was getting into, but it was the "CHALLENGE", and it was worth it. And if someone doesn't like it, F-em! It's mine, and you ain't ridin it, I will. Manage
I bought my 1990 FLHS new and it came without a tourpak or batwing. It has both now, courtesy of an '87 and '83 Glides respectively. My tourpak was tired when I bought it and is knackered now, so I recently bought a much more recent one, from the owner of a 2010 twincam Road King. They are not identical, but pretty close and I really don't think anyone except the cogniscenti will notice! The newer one doesn't have any of the fancy lights, in fact I disconnected the red side-lights on the old one, as they were troublesome. I actually prefer the new one bare, although I will add a side/brake light to the luggage rack on it. Need to get it painted birch white, like the old one....
