Over here because it's legalised extortion to have insurance the companies have some kind of random number generator for coming up with the premium.
People don't bother knowing if they are caught the fine is often much less than it would cost to buy the insurance cover. They fit these number plates that don't show up to ANPR cameras.

I just came from the hardware store with my son, he ordered new storm doors for his house and they had storm doors that did this same ting.
Didn't bother to ask how much there were, but were kinda of cool.
