It looks like you can get to it without removing the tank. I'm having my local indy put apes on my bike now and he's gonna replace the IAC for me while he's at it. I'm sure he'll do it while the tank is off so there'll be more working room but I think you can do it without removing the tank.

Been There, Done that. Yes, you can change the IAC without removing the tank but it's close quarters. At a minimum, remove the air cleaner cover to access the throttle cable bracket which must also be removed.
