With the connector disconnected, you could try a test lamp between the terminal with power and one of the others and when cranking the test lamp should flash - if it doesn't, take a look at the excerpt from the manual in the link below - it could be a problem with the Crank Position sensor, but best follow a systematic diagnostic approach and confirm.

Also, 11v is a sign that the battery is not fully charged - the voltage that you measured on the ignition coils connector comes from the System Relay, and should be very close to what you measure across the battery terminals.

Check to see if the ecm to see if it is getting current, power in is pin 31.

12.26 at the battery. 11.28 on the middle connector - just took both readings. Checked the kill switch as some had suggested by poking into each wire while the switch was on. Couldn't read much voltage but there is continuity. As you might have guessed at this point, I'm not so experienced with electrical issues, or Harley's either. What's next?

ok....so.....kill switch is good to go..... the coil / CPS / ecm were changed out ? right ? ....you have power to the control module , coil ..... now...check your HT leads for continuity.....

I had issues with the kill switch on another bike. It was opposite though, I could not shut the bike down with it. Bike would keep running. Had to solder in a new switch.

Hello Harley Cruiser. My manual doesn't have the poles marked like that. But when I look at the wiring diagram I believe the wire you are referring to is a solid red, right next to a solid black, which are part of the two connectors that connect to the ignition modual. Hoping this agrees with what you suggested, I poked the red prong of my tester into that solid red, and the black prong to a ground on the frame. I did this with the ignition switch on. Nothing. Was I supposed to get a 12 volt reading? Thanks.

I did change out coil, module, and crank position sensor. Bought them all on the internet and there were "supposedly" all new. What is HT please?

HT is "high tension" leads.....aka "spark plug wires" pull them off the coil ( while holding the lower boot) don't yank on the smaller wire portion . check for continuity on each HT lead.

at this point if all checks out with the plug leads......pull out the spark plugs (both)and connect one of them to the leads....turn the ignition to "on" bar switch to "run"......while holding the rubber boot section of the HT lead....place the end of the plug on one of the engine cooling fins ( for ground) hit the starter and check for spark .
