Question. Does the spacer go on the 21 before the rotor? That's what I'm guessing.

That's a Pulley spacer, not a rotor spacer.

I never heard of putting a Spacer between the Wheel and the Rotor, but then again I haven't installed alot of wheels.

Ask the folks you bought all this stuff from..

Look Great - What Wheel Company?
Correct, that should be a pulley spacer, however I have done lots of wheels and often have to shim rotors or calipers (no big deal).
