tsm not re-programming

tsm not re-programming
I have a 2000 heritage softail.My tsm shorted out while riding, Replace tsm and have tried to re- program it to my bike with the ign on -off on-off on-off and then on hit my left turn siginal twice, turn siginal comes on and then off like normal operation and my check engine light does not come on at all. Is my ignition modle bad too.need help , Thanks
