I have looked and looked but I have not really found what I am looking for....a passenger seat that does not require mounting it to a solo seat in the front (other then the HD Slim passenger seat).
I have a tractor style seat and I am looking for a passenger seat that is actually kinda comfortable for the wife. While I like the look of the HD seat, everyone I ask that has one says it is pretty much just for looks and riding any longer then 30 min and the seat gets down right painful.
I have thought about the "suction cup" type of seat, but I do not know how much I would trust that the seat would "stay put".

So this is probably not what you want to hear, but what I use
is a Butty Buddy on top of the HD pillion. It's ALOT better
than the pillion. I think you can 'suction-cup' it down, but I again,
I use it on top of the HD pillion....
I have the Slim passenger pillion... As per my wife's request. Of course, she has yet to ride on it (Her back's been bugging her something fierce for a couple of months now).
But, it's a hard little bugger. It doesn't even remotely look comfortable. I sat on it once in the driveway.... I'll be honest, I wouldn't want to ride on it very far.
I keep thinking about going to a local fabricator and having him build a bracket that would mount to the quick disconnect hardware (which I have yet to purchase). Something that would keep whatever seat I pick, away form the fender and off the paint.
I had a Builtwell luggage rack like yours, and it wobbled around enough, even cranked down, to mess with the paint around the bolt holes... At least the HD passenger pad doesn't wobble.... I did apply the paint protector plastic stuff. I'm not particularly happy about that either.
The mustang pillion seat will bolt right up to the same mounts as your rack, it is completely independent to the riders seat, this would also work with your tractor style seat
