So I did a little experiment , got on the highway picked it up to about 80 mph and put both legs straight out parallel with the tank and the buffeting was reduced by at least 80% so it looks like a set of fangs are in order as suggested above.
In my case, lower deflectors did very little to reduce the buffeting. I tried the 16" which was the worst for buffeting, as well as the 18". Better but still too much. Plus with the 18, I was looking partially through the shield with the top edge right in my main line of sight.
I ended up cutting a windshield down enough that it puts my head/helmet in clean air, and takes the wind pressure off my mid section. Fixed!
Yeah, unfortunately I think it becomes a trial and error thing. A lot likely has to do with rider height. I'm only 5'8. The stock shield on a 2014 SG buffeted the hell out of me. A LRS recurve fixed that. With my recently purchased 2001 RK, the shield with the bike was way too tall (20") for a short guy like me and I was looking through it. The 16" LRS recurve fixed it.
It sucks that your stuck with a shield once purchased if it doesn't work for you. Many dealers have test shields that you can try before you buy. I've been lucky in that the the LRS models I bought worked out first try. It could have just as easily gone the other way and I'd have been stuck selling a used windshield or throwing it overhead in the garage with the last 15 years worth of H-D take off parts.

I've got a set coming for my Slim. Took a little searching to find some black ones but on this forum if you look long enough and ask a few questions you can find most anything.

Just so happens that I am also 5'8". Aerodynamics is a funny thing. So many little things can come into play to change the flow of air. I'd bet cash money that with a different set of handlebars, it would be a whole 'nuther story. But I loves me beach bars!
All is not lost. LRS has a great product at a great price. So the cost of experimentation is minimal. Since I couldn't use the 16" and it was so inexpensive, I cut it down to 10" above the headlight and tapered off the top corners. Works great now. It's more of a "sport shield" than a full windshield.
