The bags are still available from HD. Unfringed and fringed. The 2000 model year had fringe. '01-'03 are unfringed.
I believe the mounting is the same as the Heritage Softail for the two bolts on the frame arm (6 1/4" spacing). The Heritage Springer has a third mounting bolt low and in front of the bag and there is some difference on that mounting point if you have passenger pegs or passenger floorboards.
