Weird Front Turn Signal Issue

Weird Front Turn Signal Issue
I bought the bike with these signals installed, I like how low profile they are but, if you look at the video in the link, I'm having a problem with brightness.
At first I thought a load equalizer would fix the issue but, I've read online that a 2013 Fatboy Lo doesn't need the load equalizer.
If I have the bike ignition off with the hazards, the brightness is the same while flashing, the problem is the signal on the drivers right side is too bright when functioning as a "running" light so it appears it doesn't flash as bright...
anyone experience something similar? I am swapping the handlebars out hopefully this weekend so, I was just gonna replace the signals then as well.

In the vid it looks like the right one has the running/flash wires reversed.
