I just bought a 98 Heritage Classic, the previous owner cut the wires and removed the front signal lights. Now the rear ones (when activated), come on but don't flash?
Any advice?
heard a load equalizer might work but there are so many different kinds and ratings...

First of all, welcome to the forum and congratulations on your new (to you) bike. I have a Heritage myself and I am very pleased with her.
Best thing to do is to purchase a service manual for that bike. You can then trace your wiring according to the electric diagrams to replace what was cut. Wires are color coded so it is fairly easy to trace the wires and find what you are missing. It will also tell you if you are missing any relays, ground wires, etc.
The manual will come in handy when you need to service her in the future as well and will be one of the most valuable purchases for your bike.
I think the bike is looking for the current draw for the front blinkers too an since it doesn't see them it's not flashing to let you know a bulb is out....I had a bike without front signals an I just manually flashed them with my thumb.....if the wiring is there to attache fronts an you add some
it may restore normal operation.
