For symmetry and tradition. Two gas caps is OK. One cap in the center is OK. One gas cap to one side looks unbalanced.
The Fat Bob can somewhat get away with it because: A) Its looks are already polarizing; B) It's supposed to look non-traditional; C) People love it or hate it for its looks. I haven't heard anyone say (yet) I hate it, but it'd be OK if it wasn't for that gas cap.
