I noticed that in my 92 Softail Custom, the back seat that also has a luggage rack is missing a bolt or nut that would hold the back seat to the fender.
It looks like there's a a metal hook on the end which goes on top of a screw connected to the luggage rack but seems like it's stripped and the seat can be pulled up and removed with ease. Taking the bike to the shop just for that is not an option at the moment so I'd rather figure out what to get online.
Can you hold the piece with a vice grip and unscrew it to get it out? If not you may need to go under the fender and remove the piece that holds the entire assembly to the fender and get new assembly and possibly longer bolt to go through luggage rack and seat.
