Never heard of a formal program. Closest thing I've seen is a dealer offer a free 1000 mile break-in service, including change.
It's not "free." It may have been folded into the purchase price somewhere, but it's not "free."
that said, I've always let the dealer do the first service just to make sure there's nothing bad starting to show up in case there's an issue later on. Every subsequent service has been done by me.

Some dealers offer pre-paid maintenance plans. Of course they're not free but you don't pay anything at the time of the service.

I find it hard to believe you walked in, said "all I want is an oil change and nothing else" and they charged you $300.
If you had a factory service performed (1000 mile service, 5000 mile service, 10000 mile service, etc.) then you didn't pay for JUST an oil change. They check other things on your bike in addition to the oil change.
