Default Leaking Quick couple messed up by HD shop

My brother has a Softail 2014. He bought it does not ride it and does not start it much. He took it to get gas and it was leaking all over the place on the quick couple. We did a quick search and it seem its not a big issue the two O rings dry out and need to be replaced. The tool is about 60 bucks and the kit with new check valve is about 15. But he has the extended warranty so he took it in to the local HD shop. We called on it and service told us that they had broken the "upper plate" when taking out the Speedometer and tach pack. WTF you don't have to take out any of that to replace the QC O rings. I watched the youtube video the company who makes the tool
Its about a 15 min. job to replace the Check Valve and O rings. I have no idea why they need to tear the tank apart? Is this some new mechanic who Fed up? I know where it was leaking from. I was the one who put it on the trailer. It was the quick couple. If you removed the line the check valve worked and it did not leak. It was the dried out O rings. Is this a case of the Harley shop trying to make more of something for the insurance? Any help.

That repair at an HD dealership involves replacing the entire check valve, and using genuine HD parts. ( that's why they were trying to go through the dash/uper plate) The fix you reference is an aftermarket piece, not supplied by HD, and possibly not covered by any extended coverage plan.
The part they broke is on them, period.
