I have a 2018 breakout. Not sure if I just don't know how to adjust mirrors correctly but no matter what I do on left one I really just see my left arm. I think I'd have better visibility and would look better if I mounted them under the handle bars. Can I take the stock mirrors and just switch them and mount them under? Do people do that?
Some people do that. Though there may be tank clearance concerns. The other options tried are adding riser spacers or swapping to longer mirrors like the tribal ones.
You could try swapping them rt to lft and lft to rt to go underneath. Didn't work for me. I had to keep moving my elbow to see behind me.
Try moving them out, away from the grips first, and add extensions.
You didn't mention this, but you did try releasing the acorn nut and to give your mirrors a twist, right? I'm assuming you have. Another trick is to loosen the clutch and master cylinder clamps to rotate them forward (or back), re-tighten, then adjust your mirrors to see if you get a better view. This will change the grip angle slightly, so keep that in mind.

I have an 07 Soft Custom with 16 inch apes and have the mirrors flipped underneath the bars. It looks a lot better, however, I do have to lift my arm to see clearly.
I love mirrors that mount under the bar. My first bike was a Sportster Forty-Eight, and the mirrors are under-mounted as stock.
The stock mirrors generally will not clear the left hand side of a Softail Slim or a Deluxe if you are running stock bars (and on a Slim, you will also need to relocate the turn signals if you want to under mount any mirror, stock or aftermarket). Someone on here was trying to find mirrors that would under-mount on a Breakout, so Im pretty sure the stock mirrors will not work.
On my 18 Deluxe, I use Arlen Ness mini-ovals under the bar, and they clear either side of the tank by about 1/2 - 3/4.

You could always consider grip end mounted mirrors, my bud had a 'train which is virtually the same setup, and he swore by them. But his signals were fork mounted.
