I needed it to move the signal lights out of the way for saddlebags, saddlebags subsequently rubbed the signal light housing raw. I'm now contemplating putting on hard bags, and they have to move off the strut entirely.

Getting saddlebags to fit with OEM signals can be a challenge. If you're going hard bags, they'l need to move. Might want to look at a touring bike solution.
Several people on touring bikes, who hated the rear turn signal bar.... would use a smaller, system with tail light/ plate light/signal. I think they were off a Road King but not sure...Also not sure if they would fit your fender... The pic is off the internet
