Default Stage 2 torque kit

Folks - I have ordered for a Stage 2 torque kit for my 2018 Fat Bob fxfb. I would request for some information - my dealer is suggesting to remove the existing push rods intact. Doesn’t that involve opening the top end whereas if he boltcuts the current ones then he can replace the same with adjustable push rods without unnecessarily opening the engine. His logic is that the existing push rods can be used later if required. I don’t intend to take the bike beyond Stage 2 since for my requirement this is more than good enough. Therefore if I can get any inputs from users who have implemented Stage 2 I will be grateful.
