Default clunk in front end

Hi all. I own a 97 fatboy and have had a clunk in the front end when going over bumps since new any way to fix that ? dealers says they all do that and you just live with it , tried thicker fork oil worked a little but not totally, also, 4 inch pull back risers do they need all new cables with the original bars? and do they hit the tank? looking to get a little farther back into the seat and not lean forward , any help would be appreciated. Matt

A clunk in the front end is usually indicative of a loose steering head. Does it do it on hard braking as well?
