Default 2016-2017 Fat Boy Riser Question

Is there enough extra wire to put a 4" or 6" pull-back riser on???

Wire probably. Where you'll run into trouble is brake line and maybe clutch cable.

3" DK Customs risers on stock bars were the max for my stock cables.

From what I've been told and what I've read things changed in 2016 with the TBW and again in 2018 do to a frame change. So what used to work on older models doesn't work anymore.
