What are the tallest risers I can use and not change out the stock cables?

I´m pretty sure that you, if you told us what bike, which risers and which handlebars you currently are equipped with, would be much more likely to have an answer.
Maybe even a picture would give people a chance to have an opinion.

Right now you could as well ask how the weather´s gonna be 3 weeks from now where your auntie lives. (we don´t have a clue of that neither)

Remove the bar from the clamp, pull upwards. When you cant pull anymore, that's how much. The end.

Remove your top clamp and pulling up will give you a start.

The safe answer is: zero. Anything longer than that will increase strain on at least the clutch cable as to shorten its lifespan.
and when it breaks while you are out on a ride and then need to be towed, it’ll cost you a multiple. So: money „saved“ in the wrong place...

I added 3" riser extensions on my stock 12' Fatboy. Highest I would go on stock cables.
