No you don't need a new air cleaner with the pipes but it really opens the bike up and picks you up some more ponies. K&N is one of the better ones out there, there are a few though. Check out the search function and you can read for days on this subject.
If you change the air cleaner along with the pipes you will need the PCIII or other fuel management system. I ran just pipes on my bike on the stock AC with the factory tune during the break in and had zero problems.
As far as other recommendations, ask everyone here if you need help and do what you like on your ride to make it your own.
I have an 07 fatboy. I have the V&H Big radius pipes with the K&N air cleaner and a PC III from Jamie at Fuel Motto. I love the setup that I have now. I did run the bike for a few days with just the Big Radius pipes and the factory air cleaner and factory PC. The bike ran fine, but the K&N and the PCIII made a huge difference in the feel of the bike. Its really noticable in 2nd and 3rd gear low end torque. You better hang on! The PCIII and the V&H Fuel Pak are the two more common fuel managment systems that most people on here use. If you have deeper pockets you can go with a Race Tuner or even a ThunderMax or a Terminal Velocity. For $279.00 you can get the PCIII from Jamie at Fuel Mottowith a map already loaded in it for your particular setup. Its a pretty good deal for the price.
