Default Question About Springer Front Fork

I bought my father-in-law’s 2003 Heritage Springer this year. When I was detailing it last weekend, I noticed what appears to be either black RTV or neck bearing grease that has collected in the crevices of the main front fork. I think it’s RTV, but I don’t really understand for what purpose. I’d like to hear from y’all.

My guess is it’s just crud getting built up there from wiping it down.

Agree with polish of cleaner buildup. Those parts are welded and sealed there is nothing to leak out of those areas...
