I've had my Springer since new and have 40k on it now. I do all the work on it.
One, that looks normal. If you notice, the trees actually have negative rake built in as compared to the neck. That puts the front axle where it needs to be for trail.
Second, the wobble is likely caused by the fall away. The neck bearings are likely loose. Mine likes tighter rather than loose fall away. That may very well fix the wobble and you'll be on your way.
