Default Clutch issues

Hey everyone! I have a 2009 Heritage Softail Classic. I just installed new bars and had to get a new clutch cable etc. I installed it correctly but the clutch won’t release. With the bike off, if I shift into gear and pull the clutch lever the clutch is still engaged. I tried to adjust the cable to the right spec, it still won’t disengage. Am I missing any steps, clutch adjustment? Etc? Thank you friends.

The clutch cable should be totally slack and the lever should be limp. If the lever has very little play then the cable is influencing the adjustment you are making to the clutch adjuster.
