You could always confront him with your concerns... Ask him how he rode to places that would total 1000km on a bike that registers only 309km...???
As to changing the mileage on the bike, I don't believe it's possible to roll back the mileage in the electronic speedometers/odometers. If it were replaced with a new one, you get a cable to attach to the data port of the bike. This transfers the mileage from your old speedometer, to your new one. If you don't use that procedure when installing a new speedo, I believe you will get an error message for the odometer
In my opinion, you're most likely dealing with a guy who's just running his mouth... He's probably lying about where he's ridden, because he thinks it will impress you about him and/or the bike...
I won't buy anything from a guy who is lying about anything to do with the item I am purchasing... It's a total red flag for me.. but..
If you really like the bike, and know Harleys well, check it over closely. If it is a high mileage bike that's been altered, there will usually be subtle signs of high use/wear....
NOTE: I missed that you have already purchased the bike... too late to question the mileage now. It is what it is, enjoy the bike....!

I didn't realize it had been that long since I dealt with a speedo.. No more cables for mileage transfer... What'll they think of next...

I found this on new speedo installation instructions for a Harley speedo..
- Both the ECM and speedometer retain the odometer value. If the speedometer is replaced, it displays the odometer value stored in the ECM. The replacement speedometer will become locked to the ECM after 50 km (31.1 mi) have been accumulated. The trip B odometer displays the countdown mileage. Once the countdown reaches zero, the speedometer is locked to the ECM. If installed on another vehicle the odometer displays "VIN ERR". If the speedometer is removed from the vehicle before the countdown reaches zero, it has not been locked to the ECM. This mileage countdown allows for a road test to verify that speedometer replacement was the proper repair.
Yeah, highly unlikely that the mileage was altered....
