HD's have band gaps where its happy and not, especially with load (two up), and especially two up on hills. Even with a 07 96", Stage I, V&H BSL Heritage, that bitch hates 30, 40, 50 and 60 mph. Either its a little wine-dy or lugging like a drunk sailer (lugging better in 07 than in previous years), the wieght of these iron boys need simply more torqueor transmission range than they come out of the shop with. I'm 230 and the wiff is a mere 120.
We already know that if you shift to 5th at 50 or 55 on an 07, the thing sounds like its going to explode. (see tranny noise thread). Putting the Big Shots on helped significantly as I can no longer hear the engine or tranny over the pipes!!!! (LOL)
But what is the best path the grail here. I don't want to worry so much about what gear I am in around the 0's, I just want to know that if I'm close, I pull out fast if I need to.
Options include:
103 Kit
110 Big Bore Kit
Cams (S&S gear driven)
Some secret combination?
Other?

I would second the above advice - for $300 you can elimate the heat problems and the lean condition that these bike are coming out of the factory with. Oh and thank the EPA and don't blame Harley.

I agree, I gained more power and better torque through out the RPM range with the PCIII over the dealer flash.
I'll chime in also since I just finished 260+ miles with my wife on the back yesterday (me 200/her 150ish shhhhh)
I've done a T-Maxx/AT, D&D FatCat and a K&N 3909 to my 07 Heritage. I was up and down andhills with lots of twisties yesterday as we were playing in the foothills of the Ozarks. I didn't have any problem keeping up with the shop owner's 103 SE Ultra and we were using close to the same shift and throttle points. I was in 5th most of the time between 50-70 and could only use 6th when it was reasonably straight.
I'd probably start with a tuner/pipe/intake setup before tearing in to the motor if it were me. You're going to have to probably end up with all of that stuff even if you do your motor so ya might as well get it now and see if it is all you are looking for.
Another vote for the PCIII...I got mine from FuelMoto for $270 preloaded with a map for my setup. The difference in performance was dramatic. Now I am playing with it, leaning it out a little, and watching plugs and fuel mileage. With the PCIII it is like having a whole new larger engine.
My vote.............ThunderMax with Auto-Tune...........because you "know" you're going to dick with the bike more than you think and it doesn't require a DYNO-RUN to tune the puppy every time you bolt on more parts.
My Deluxe runs sooooooo much stronger it's not even the same bike. I'm still running stock heads and the stock cam. My friends do NOT believe it's just a little-ole 95-incher with a Doherty Air-Cleaner and Bassani 2-1 pipe. They SWEAR I've done the heads and cams and just won't tell them........
Can't wait to add those two little jewels and have them accuse me of stroking the motor to a 103-ish cubic-incher.
If you haven't gotten it yet, start with the "torque smoothing" download that you can get free from the dealer. All I have on mine is Rush pipes and a stage 1 intake and it pulls very well.
