100th Anniversary Heritage value ?
With your low mileage, and today’s seller’s market I think you should ask on the high side. This is Black Book for a fuel injected Classic.
Year: 2003
Make: Harley-Davidson
Model: FLSTCI Heritage Classic
Model Type: Cruiser
Displacement: 1450
Cylinders: 2
Finance Advance: $4,245
MSRP: $17,595
Avg Retail: $5,655
Auction Wholesale $4,465
Clean Trade: $4,270
Fair Trade: $3,445
Prices on Cycletrader are all over the place. I don’t know anything about Softails but looking at Cycletrader I would ask $8,000 for yours.

You looking to buy it or sell it...?
I have a 2003 Anniversay Heritage that I bought new back in May 2003. It has some engine mods, is in excellent condition, and I have a binder with full service/repair/mod history and all receipts... I'll never sell that bike, it's worth more to me than its actual cash value..... my estate can deal with it....

I agree with Ron750, I like to use Black Book to see a bike's value... but to me there are always caveats...
For this year bike, whether or not the spring cam tensioners have been changed out, is a big issue that affects what I would pay or what I would ask for a 2003 88" twin cam...
On a bike that old, if there are service records, regardless of mileage, it is a big plus/minus to me....
Both a plus & minus is that there are many people, when they see the word "anniversary" in the bike description seem to think it's worth a ton more money... good if you are selling, bad if you are buying..
I bought a 2001 Springer with 8K miles, about 3 years ago. Many people, like with the 2003 anniversary Heritage bikes, are very proud of their springers when it comes to pricing. The 2001 had no service records when I asked about them, and when I asked about the "spring cam tensioners" the response was, "spring cam what?"... I managed to get the bike for $2K less than the original asking price. I would have paid that asking price, if those two questions had different answers...
If you are buying, without any records or a spring cam tensioner upgrade, I wouldn't pay over $5K for a Heritage as you describe...
With records and spring tensioner upgrade to the '07+ cam plaste with conversion cams, I'd pay up to $7K if it passed my inspection, had some options I would want, and I really fell in love with it......
In today's market, with people becoming desensitized to silly high prices for everything, I'd either be shopping for quite awhile to find one that passed my muster. If selling, I'd shoot for the moon asking around $8K, to see if I could entice someone to pay up....
Good luck with your purchase or sale....

$6K tops. "Maybe" 4K on trade in.
A few yrs ago, the local dealer wanted me to trade in
the 00 AND the 03 for a used E-Glide. I think it was an
08 ?
I laughed right in his face.
