I'm trying to identify the issue with my Twin Cam. It'll crank twice and then die out, crank twice and then die out, repeatedly. The gauge lights and odometer lighting up with each two cranks. I know it's not the battery but I suspect its the starter. Has anyone experienced this?
Are you saying it cranks twice, and then it just stops cranking.... like a loss of power? When that happens is it just the starter stops or all electronics cut out...?
For any electrical problem, if you are sure of the battery condition, maybe double check the battery, or at least check the cables and grounds for tightness and good connections... Sometimes, a cable will have split/corroded strands under the cable jacket that will affect the amperage they can handle..
Or, are you saying it will crank twice, start running, but then die out...?
That could be numerous things...

How do you know it is not the battery?
1. How old is the battery?
2. Have you had the battery load tested?
3. A battery can show good voltage but not have the amperage to crank & start the motorcycle.
It was the battery. After reading your reply I put a new battery in and started the bike so thank you for your input. I also purchased a good multimeter.

A multi-meter is a good tool to have for diagnosing voltage and resistant/continuity issues. However they are not that useful in checking Cold Cranking Amps on a battery. If you have a lot of vehicles around it is useful to have a digital battery load tester so you do not have to run to a parts store to get your battery tested.
