yes, its the hypercharger. lol. AND its on its way out. you know when I first got the bike years back, I had to do the hypercharger and ground effect lights.....all the things I cant stand now as an adult. lol
last set of questions and Im off to the races. I need the output to go towards the seat direction. Is that a "right" handed petcock? not sure if its direction you look at it or from behind.
And is it 3/8 or 22mm?
I installed a Pingel 1311CHV vacuum operated petcock in Reaper (2005 Night Train). I did have to rotate the vacuum nipple so it faced up, but that was as easy as unscrewing the cover screws, turning it, and reinstalling the screws. Been working perfectly since 2014, and almost 120,000 miles, so far.

It should be 22mm for a 1995 bike... They went to the 22mm petcock in 1975+ bikes.... The 1974 and older are 3/8NPT threads....
I remember reading that the change was made when Harley switched to the Keihin carb, they switched to the 22mm petcock as that was a Keihin product also, but I thought the switch from Bendix to the Keihin butterfly carb was in 1976..?
In any case, a 1995 bike should be 22mm threads....
As far as left, right, or down..... If you look at the pictures for petcocks on say the Dennis Kirk website, the left hand pics show it 90° to the left as you view it from the front and the right hand pics show 90° to the right as you view it from the front...
Not sure if that's conclusive... but I did happen to notice that...

So without the hypercharger (gone!) lol I started the engine and noticed the carb slide doesnt move when I add throttle! is this normal? I thought it opened up for air when you throttle gas. I throttle and it boggs down and the slide never moves. is this clearing pointing to a vacuum issue?

Sounds like something is blocked, dirty, misadjusted, and/or damaged.... I would remove the carb, disassemble, inspect, and clean...
Unless done recently, I'd rebuild it prior to reassembly...
havent done a rebuild since I changed jets, but will do! so is that correct that the slide should move open with the throttle? thanks for the link. Im also getting the EZ adjust kit
btw when I push up on the piston it makes an air passing breather type of sound like its an exhale!
is that a port hole or an issue??

Yes, that slide should open... more fuel needs more air...
There is a diaphragm at the top of that piston.. if you move it and hear suction/exhale noise, it means that diaphragm is not torn/pinched..
You can also test the slide lift with compressed air... NOTE: low psi compressed air
