Broken snap on saddlebag
What kind of snap is it.....?
There are tools you can buy, that allow you to install/remove the pieces of the various types of snaps.... There is a tool for almost every budget point...
I got one when I used to own boats... It was a lot easier and cheaper repairing broken snaps on the canvas or clear vinyl enclosures myself, rather than paying a canvas shop to do it...
It's not a hard repair to do...

I'm going to guess it's the black one on the lid that fastens the lid to the bag itself. One of mines been broken since I purchased the bike about 5 years ago.
If it's aesthetics only you'll get it over it. I looked into repairing it but never really followed through, no impact on function. But if you do figure it out, let us know.

If you're talking about the side release buckle under the strap you're going to have to cut the rivet and re-rivet. Might try a shoe repair ( cobbler ) shop as suggested. You may have to supply the buckle.

Once again, hattitude is correct. His 2nd Amazon link for the small anvil is really all you need. Most leather or craft shops can supply the snaps too. Even Amazon or McMaster Carr or the paracord suppliers. I think the one your talking about is black? I have an '04 Heritage too. But I also do leather work and have installed lots of snaps. Real easy to do. You'll have to remove the bag and drill out the center of the broken one then I'd suggest using either the end of an anvil or even a large vise to support the lid and the bag while you replace the snap. Don't worry, if you screw it up just drill it out again. With the small hand held installer you kinda have to make a circular motion while tapping the post in order to get it even. Practice on something else works great too.
