I didn't try too much with mine before I switched over to the Tribar light. I don't think that plastic tailight housing can handle a lot more than the 10lbs they rate it for. I know they under rate it, but they have too for safety issues and liability. But I doubt it could handle more than 25 to 30 on its own.
WhenI installed theTribar light you have to get an adaptor for the rack and its fairly heavy duty metal and should beable to handle at least 35 to40lbs. without a problem.

OOPS!! Your going to have to be careful with that one. Without support in the back I think I wouldn't go too far over the 10lbs they specify. It will probably handle up to 20lbs OK. But more than that I think is going to be a bit of a gamble.

If you tie it down 'right', like to an upright instead of the flat part of the rack, it should be able to handle that much without a problem at all.

I just completed an 8100 km trip about two and half weeks back. (My 3 best weeks this year, by far!! lol) I had a good 25 - 30 lbs of camping gear bungeed on there the entire trip, and had zero issues. I wouldn't start carrying an anvil back there or anything, but I'd say the 10 lb weight limit is quite conservative. The 15 lbs you mention should be no problem.
