Put a quart in and remove the oil filter, then bump it.
See if it flows to that point.
Then fill a new filter with oil, add another quart and crank it again.
check the oil tank for return.
Did you drop the float bowl?
The plunger could be hung up.
If you hadn't drained the tank, the carb could be all clogged with varnish.
Harleys built before 98 aren't that complicated.
Will do these steps to it, filling the new filter with oil wouldn't that make a mess since it's facing at a 90 degree angle to the engine? Guess I would have to screw it back on really quick.👍
Also been having starting problems, I posted another post on the issue. Seems when I charge the battery full with charger it will crank a few times then just click, brand new battery from HD, and had it load tested the next day at HD.
haven't dropped the float bowl yet, did drain the tank of old gas, and removed petcock looking for rust all good so far and the old gas did smell like gas and not varnish.

I have had the fun of starting an older bike that sumped. It was a relative's 1990 Fatboy, 1st year, Grey ghost, really cool bike.
Hadn't ran in about 2 years and nothing for oil showing on dipstick and small puddle inside with flashlight. I added 1.5 qts oil, fresh gas in tank, put a jump pack on it and it started with some starting fluid down the throat. About 5 seconds in, it starts to die and pukes about a quart of oil out of the carb. I check oil now and it's full.
i yank the carb, clean it out, start it and it pukes about another 1/2 quart. I repeated this process several times until it quit puking.
it ran fine after that, and was one of the nicer bikes I've ridden. Great handlebar placement.
This is my experience. Yours may vary.

Well it has ran several times without puking any oil out the breather and the tank level is staying the same with only one quart added. Don't know if it was drained or not, just seems if it was in the crankcase, it would have filled the tank some.

Might have been emptied or really low...how's it running?

It seems to run good no tappet noise, per say, since it has a high lift cam in it and Jim's lifters. Then again I haven't heard it run for awhile. At this point thinking do I add more oil, since only putting one quart in the tank.

Can't really tell if it's circulating, however the tank felt warm, and thought there were some bubbles in the tank. Don't want to keep running it this way with only one quart added, just seems if it sumped the oil with as many times I ran it, probably 10 times, for a 30 seconds or more with enricher pulled it should have pumped something back to the tank. The last run I did push in the enricher, it died, started again and controlled it with throttle, I revved it a couple of times, still no change in oil level in tank or spitting out breather.
Also the oil looks a little darker, so that's telling me there must be circulation.
