Default Head Bolts Rolling Back

Hey hoping to shed some light on an issue. I'm re-torquing my head bolts and on final torque the 2 long nuts are springing back. I have replaced all 4 studs and nuts, as well as went through a brand new gasket set. Threads are not bottoming out as they have a ton of room left to bury. I have tried several different types of lube with no change. At this point I have been dry fitting it without gaskets, over and over, trying to find what works. Starting to worry that it's maybe an issue with a bad jug....

If the nuts aren't going all the way down the studs before going tight then there's a threading problem of some type where they are binding together. Mismatched threads, damaged threads, dirt and rust, etc.

It's definitely not a threading issue, I have taken it apart and you can run the nut down the stud by hand, both the nut and the studs are brand new. I have measured with a vernier and there is about .5000" extra thread so I know it's not bottoming out either. I am wondering if the lube is actually causing too much slip and actually the problem......I don't like going against the book but at this point my gut feeling is just that

This could be the studs are in their elastic deformation range and are simply stretching then returning to a relaxed state. I used to see this a lot on VW aircooled engines which had pretty long studs for the heads.

This would make sense, especially since the "wet" torque range of a fastener is considerably less than dry. So it would be actually getting over torque. What do you do in this scenario? It still leads me back to my gut feeling of removing the lubrication from the fastener that harley calls for......
