2001 fuel tank differences F.I. vs Carb
The 2003 EFI Fuel Tank is the same part number as the 2001 EFI fuel tank. It is part #61625-01E, which is no longer available. As long as you get the 2003 EFI tank, it should fit. The carb tank won't work for EFI as there would be no opening in the center to install all the EFI fuel stuff....
As mentioned, the carb tanks have no opening in the center of the tank. On the carb tank, the float level goes in via the left side fake gas cap, and the fuel petcock goes in from the bottom of the tank.

The EFI tanks have a big opening in the center of the tank to allow for the installation and removal of the fuel pump, fuel pump sock, regulator, filter and float level.

IMHO...
It would stand to reason that the "stuff" would displace "some" fluid (gas)... but how much I wouldn't dare to guess. Seriously doubt it's 7/10 of a gallon... but... I just don't know
If you ever get an old EFI tank" guts set-up" in your hands, a bucket of water, and some careful measurements, would give you and approximate guess... There are also pieces of metal inside the EFI tank that the "guts" are mounted to... changes with the year, model, and size of the tank.
Also... I doubt that any 5 gallon tank has a full five gallons of "useable" fuel... Just too many variables ie: tank mount (how level is it?), vent hose location, fittings, etc
I pay attention to my bike's fuel gauges and use them for around town refueling. But if I'm pushing the limits, or there is any question, I go by the mileage on the trip odometer, which I reset every fill-up.
For example, on my 2001 FXSTS Springer, I have gone 158 miles around town, and never had to turn the petcock to "reserve". That bike averages 40.9mpg.
