1995 Bad Boy springer
Talked to seller today to find out a little more. No maintenance receipts, tires are old, and didn’t know if tank was rusty. Two owner bike. There’s a YouTube video of it running. Hard for me to put a price on this one.

I hear you. I was going to see him Thursday morning to check it out. Would have sooner but he works by appointment only. Texted me this morning and said someone on eBay made close to a full price offer. It was listed there for 13.9K. I guess there’s a lot of truth to the saying it’s worth whatever someone is willing to pay. I think I would have paid around 12K with the expectation to spend another couple for repairs of gaskets, seals, lifters, etc. She sure was pretty and would have made a nice project.

A guy trying to sell you a motorcycle will say whatever has worked for him in the past to help him get the price he wants....
" I got an offer of $xxx" is the oldest line in the book.. Whether it's true or not (probably not), it tells you he is not willing to budge much on price (yet), and you can move along without wasting your time.
Decide what the bike is worth to YOU.... Then act accordingly.
If you use the various pricing companies (I use Black Book PowerSports and JD Power) you will get an idea of what a bike is actually selling for in the current market. Then you can decide if a bike is "average", "below average", or "above average. And if you believe it to be "above average", then you need to decide how much above "Average Retail" the bike is worth to you. If you base your expectations on the pricing guides, rather than emotional buyers & sellers, you WILL find a good deal. It may just take some time..
I have walked away from many bikes because I believed the owner had his bike overpriced. Many were still for sale months later when I finally found a good, fair deal. They are out there, but you need to be willing to walk away from a bike that doesn't fit YOUR expectations of mileage, condition, and price.
There are many emotional Harley buyers that will overpay for a bike for many reasons, and everybody selling a bike is looking for them. Educate yourself to the current market, and you will know who wants to sell, and who is looking to "score" with an emotional buyer...
