Not that it would help the OP because my Softail (Fat Boy) is quite a bit older at 2002. But I bought the entire kit, bags and brackets from Hogworkz. You'd have to see if they have a version for your bike. I'd say the bags are pretty good quality. I did have an issue with one of the brackets cracking completely through at a joint. Hogworkz replied to me on a weekend and promptly sent out a brand new pair of brackets. When I put it back together I used plastic or nylon flat washers on both sides of the mounting surface to try to isolate any vibration or stress. So far so good with that. The only thing that I didn't care for was that Hogworkz did not have a filler kit available. Kind of an unattractive gap between the fender and bags. This was a few years ago so I'm not sure if they have fillers available now.
As rocksandgiz points out, if you have the "shotgun" type exhaust wtih one muffler atop the other that might be an issue. Ran into that trying to put rear bag guards on my wife's 2005 Deluxe. She wanted to keep her exhaust so we gave up on the bag guards.
