This EPA thing has me a little confused. What would you do------I'm installing V&H BS Staggered; but from all of the articles I'm reading----it's not suppose to be done on 06 Models. The dealer said that they would put them on and don't worry about it. The parts manager said that he has a guy who will take care of me when it comes time for inspection. Again, I'm new to Harleys---Do the stock pipes on the Deluxe (06) have CATS vs the BS Staggered? What I'm afraid of is that since I'm in the military---I may move somewhere where I can't find someone who will "take care of me" when it comes time for inspection. Please advise me. The rules; in my mind--say don't do it--but it seems that none of the experienced Harley guys will be paying any attention to it.
If you want to be technical, it has been illegal to replace your pipes since 1979.

Just for the record, I'm also military and I plan on losing my stock setup this spring on my '05 Softail.

It's gaining momentum because the EPA has released a new rule, and are appearing to focus more attention on it. It'll probably take a few more years to find out exactly how they are going to manage the rule, and then it'll vary from region to region, even from state to state, and with whatever philosophy the politicians in office at the time follow. Eventually, things will settle out and we'll have a new "norm" to live with, much the same way the car industry does.
