Ok, can't find any clear cut answers to this question.

Is there fluid that needs to be drained before changing an OUTER primary cover?

Cam cover no.
Primary cover, I assume you mean the round derby cover not the whole outer primary. If you stand the bike up you dont need to drain fluid for the round cover. If the whole outer primary, then yes you have fluid that will come out...

No, I'm replacing the entire outer primary cover. Is there a drain plug and a filler plug?

Make,Year and model would help but the answer is probably no...primary dosnt have a drain or fill plug...:&gt

The pre99 outer primary covers do, right under the larger derby cover. Should be an allen head bolt.

My 06 has that allen too, although it has the chrome engine kit, so maybe the original didn't. Fill through the inspection cover.

There's a drain plug in the stock primary on Reaper, and she's an '05 Night Train.

The drain plug looks slightly larger than the other bolts on the primary cover. It's on the lower right side. When I replaced the bolts with the chrome hardware last year, I wasn't paying any attention and removed the bolt and the fluid leaked out. You don't replace that bolt.
