My suggestion is buy a heritage style wide fender that fits over the existing struts, run some spacer on the inside between the struts and the the inner fender,
or the other way is to mount the fender directly to the swingarm, like on the new Rocker model.
But you'll have to be running a spring solo or something that doesn't go far back enough to hit the rear fender. can be done. I should of though of these two solutions.
I'm wanting the heritage look, but added the wide tire on a pre 99 softail, I have a 160. so I ended up cuttiing the stock struts got a hot deal on some solid bolt on wide struts and will be running the wide heritage fender 9". but if your not running a wide tire I'm sure you can do the wide fender over the stock struts. Might look funny with a 130 tire though, did you ever see the New indians witht he wide skirted fender, sort of the same look.
