Well I can give you the axel torque specs and they are 50 pounds on the front and back. The big thing to remember is to put anti sieze grease on your axel if you pull it out and put it back in. As far as the belt goes sit on the bike and have somebody take the bottom portion of the belt and lift it up. It should not move up more than 1/2 an inch.
